<p>Though throngs of students will soon take part in SDSU&#8217;s mass summer exodus, campus will be anything but deserted this summer as construction teams gear up for major building and improvement projects, especially athletic facilities.</p>
<p>Coughlin-Alumni Stadium on the corner of campus will be the site of extensive renovation. </p>
<p>Work will begin this summer on concession stands and a complete revitalization of the landscaping.</p>
<p>The football stadium was one of the major areas of concern outlined in the Division I feasibility report done by Carr Sports Associates, Inc., last summer. </p>
<p>The report stated that much expansion and improvement is necessary before any move toward reclassification could be made. </p>
<p>Since football is one of the most significant sources of revenue, the report said, &#8220;there is a compelling rationale to invest in facilities that enhance success in that sport.&#8221;</p>
<p>The investment will also include the remodeling of locker rooms. </p>
<p>The locker rooms were originally designed for use by a maximum of 60 people. </p>
<p>Currently, well over 100 football personnel utilize them. </p>
<p>The upgraded locker rooms will have more room and space for medical and training areas. </p>
<p>Fred Oien, SDSU athletic director, said other areas of campus would be touched by construction this summer, as well</p>
<p>Other projects include seeding of the baseball field, along with irrigation and grade work. </p>
<p>This summer will also see the first stages of construction on practice fields for softball and soccer. </p>
<p>In the future, Oien said more improvements would be seriously considered. </p>
<p>These include relocation issues with the track as well as the completion of the Wellness Center and an indoor training facility.</p>
<p>Work this summer will not be limited to just physical construction, however. </p>
<p>Oien said that a committee is in place to reevaluate the 10-year-old campus facility plan.</p>
<p>&#8220;I believe there is somewhere in the vicinity of 30-plus items on that plan,&#8221; Oien said. </p>
<p>&#8220;The committee will look at it closely and see if there is need for change or a reevaluation of priorities.&#8221;</p>

		<title>DI transition committees will use summer to strategize in six areas</title>

<p>Last year at this time, talk of SDSU reclassifying its athletic program to NCAA Division I was just a whisper in the South Dakota breeze. Students mentioned it in passing. The public talked about it at area coffee shops. Faculty and administration scanned information about the concept. </p>
<p>It seemed so far away.</p>
<p>Now, after a year of questions, meetings, public forums, letters to the editor, discussions, arguments, disagreements and a stamp of approval from the South Dakota Board of Regents, SDSU is poised and ready to make the dream of Division I a reality.</p>
<p>Accordingly, it does not come as a surprise that athletic department officials have a full summer ahead of them. </p>
<p>&#8220;Things are still progressing,&#8221; said Fred Oien, SDSU athletic director. &#8220;We&#8217;ll just keep working on our objectives until they have all been completed.&#8221;</p>
<p>Meanwhile, the DI transition team, composed of members of the former leadership team which studied the move to DI, is scheduled to continue meeting with consultants over the summer. </p>
<p>In addition to these meetings, the team has been split into six subset committees and paired with campus representatives with expertise in certain areas of interest. These subset committees will work toward drafting a portion of the formal strategy plan.</p>
<p>Oien said the strategy plan is being created to outline obstacles that remain in the quest for DI and to suggest solutions to those problems.</p>
<p>The six areas that the subset committees will look into are: academic support systems and the development of an academic criteria plan, NCAA compliance issues, fundraising development and techniques, development of external facilities and the financing of those, student athlete welfare including Title IX compliance, and university environment. </p>
<p>Oien said each of the six subset committees will outline goals and objectives of their specific area over the up-coming five-year transition period, suggest how to reach these, and the desired outcome.</p>
<p>Oien said he expects the final copy of the formal strategy plan to be completed by the fourth week of July. That gives athletic department officials just one month to formulate future strategy, as SDSU must notify the North Central Conference of its plans for the 2004-05 season by Sept. 1. Also looming in the distant future is the Dec. 1 deadline to submit a formal letter of intent to the NCAA applying for reclassification to DI athletic competition.</p>
<p>So, what needs to be accomplished yet before these final steps can be taken?</p>
<p>The most pressing issue is finding a suitable conference affiliation. </p>
<p>Thus far, SDSU has gotten the cold shoulder from the Big Sky Conference to the west, the affiliation that athletic department officials had deemed the most suitable. </p>
<p>Recent talks between SDSU, NDSU and other area schools indicate that interest in forming a new DI-AA football-only conference has been growing. However, suitable conference affiliation would still need to be located for the other sport programs.</p>
<p>&#8220;At this time, no conference affiliation has been found,&#8221; Oien said. </p>
<p>&#8220;The search continues. We are still visiting with various conference officials, with athletic directors and university presidents.&#8221;</p>
<p>And what if no conference has been nailed down by the Sept. 1 deadline?</p>
<p>&#8220;We have no formal plan in place if that happens,&#8221; Oien said.</p>
<p>Top athletic department officials are not the only SDSU personnel involved in the DI transition process. Coaches are also being affected, along with their job responsibilities.</p>
<p>&#8220;Coaches are very much involved in the transition,&#8221; Oien said. &#8220;In the summer, coaches are busy with pre-work on recruitment and preparation for the upcoming season. This summer, coaches will be involved with scheduling issues over the five-year transition period.&#8221;</p>
<p>Aaron Johnston, head women&#8217;s basketball coach, said his summer will be very full, just like any other summer, yet a little different in the wake of the DI transition.</p>
<p>&#8220;Yes, the Division I transition will pose more of a challenge to coaches, especially in the scheduling of competitive games,&#8221; he said.</p>
<p>Johnston said one aspect of his job that will change in the future is recruitment of athletes.</p>
<p>&#8220;Division I places more restrictions on recruiting,&#8221; he said. &#8220;There will be more work out of the office and on the phone, and less travel than before. After we get the process down, it could maybe even be a little easier from that perspective.&#8221;</p>
<p>Johnston said normally SDSU puts on basketball camps from the first of June to the 15th. Then, the NCAA-mandated recruitment period goes into effect, lasting from June 15 to Aug. 1. </p>
<p>&#8220;I would say normally we are on the road 75 percent of those days,&#8221; Johnston said. &#8220;We head to tournaments and other games and scrimmages. But in Division I, that will change some. It will be a big change for all coaches, from basketball to baseball.&#8221;</p>
<p>Despite the changes looming on the DI horizon, Oien said he has complete confidence in all of his department personnel and head coaches and believes that they are prepared for the switch to DI.</p>
<p>&#8220;I feel that all of the coaches function at the appropriate level for Division I already,&#8221; he said. &#8220;They are completely prepared and ready for this move.&#8221;</p>
<p>What a difference one year makes. </p>

<p>FarmHouse Fraternity was named SDSU&#8217;s 2003 Outstanding Greek Chapter at last Tuesday&#8217;s annual Volstorff-Walder Awards Program.</p>
<p>The VW Awards Program, which took place in the Volstorff Ballroom, is an annual event that has recognized outstanding Greek chapters and members within the SDSU Greek system since 1978.</p>
<p>&#8220;Winning Outstanding Chapter means being involved with not just your organization but also on campus,&#8221; said David Wrigg, FarmHouse president. &#8220;Our name is really out there and we have good relationships with several faculty members and ties to the Students&#8217; Association.&#8221;</p>
<p>FarmHouse also took home awards for outstanding chapter involvement and outstanding chapter personal growth and development. </p>
<p>Alpha Gamma Rho and Alpha Xi Delta claimed two awards apiece, AGR being recognized for outstanding chapter operation management and outstanding chapter alumni relations program, and AZD garnering awards for outstanding member recruitment/education and outstanding chapter spirit and unity.</p>
<p>Individual awards were also presented to four outstanding Greek members. </p>
<p>Jeremy Small, a member of Sigma Phi Epsilon, and Kate Garbe, an AZD member, were named outstanding pledges. Nick Wendell, a member of Lambda Chi Alpha, won the award for outstanding active for community involvement, and Elizabeth Dill of AZD was named the outstanding active within the Greek system.</p>
<p>Other chapter awards went to Chi Omega for outstanding chapter financial management, Lambda Chi Alpha for outstanding chapter community service programming and SPE for outstanding chapter scholarship program. </p>
<p>The event was highlighted by a keynote address from SDSU professor Charles Canaan.</p>
<p>Greek Council President Brian Freuchte of AGR said the VW Awards Program has a long history of giving something back to members of the SDSU Greek system who extend efforts above and beyond what is expected of them.</p>
<p>&#8220;The VW Awards Program is an excellent opportunity to recognize those Greeks and their chapters on campus who are exemplary examples of true leaders,&#8221; he said. &#8220;It&#8217;s good to see who these leaders are and to say thank you to them.&#8221;</p>

<p>Response procedures are in place should a campus emergency occurs, President Peggy Miller told campus staff in an e-mail after the war broke last month.</p>
<p>The e-mail included hyperlinks to a 34-page SDSU Emergency Operating Plan, which gives specific instructions on how to handle emergency or disaster situations, and to the SDSU Respirator Safety Program. </p>
<p>Despite the need for precautions, Reger said the SDSU community is quite fortunate.</p>
<p>&#8220;SDSU, like other mid-western campuses are lucky,&#8221; he said. &#8220;We live in a pretty safe environment. But, it never hurts to be on the safe side.&#8221;</p>
<p>Safety precautions include: </p>
<p>Health care providers on campus and faculty in the College of Nursing have been inoculated and trained as first responders.</p>
<p>Food and water supplies are in place for several days for students and staff.</p>
<p>A Code Red designation from Washington will curtail travel in state vehicles.</p>
<p>Advisors of international students have been advised to contact and assist them. </p>
<p>All security procedures for laboratories have been reviewed.</p>
<p>Faculty have been advised to review the Emergency Operating Plan and Respirator Safety Program.</p>

<p>SDSU and NDSU are in the early stages of discussing the formation of a new Division I-AA football conference.</p>
<p>Interested schools could start talking as early as the end of this month, said Gene Taylor, NDSU athletic director. The schools would want to start playing at the start of the 2004-05 season.</p>
<p>The new league could be composed of SDSU, NDSU, Cal Poly-San Luis Obispo, Southern Utah State College-Cedar City, St. Mary&#8217;s College in Moraga, Calif., the University of California-Davis and the University of Northern Colorado.</p>
<p>The formation of a new league would prove ideal for proclaimed DI traveling partners SDSU and NDSU, as well as for Northern Colorado and Cal-Davis. All four are currently moving to the NCAA DI.</p>
<p>Nailing down a suitable conference is the final hurdle in SDSU&#8217;s quest for reclassification to DI. Fred Oien, SDSU athletic director, has repeatedly said that a move to DI will not happen until a conference is in place. </p>
<p>Locating a conference has been difficult. Last month SDSU got the cold shoulder from the Big Sky Conference, the league university officials had deemed the most suitable.</p>
<p>Oien said the formation of a new football conference has always been an option.</p>
<p>&#8220;We have always known that if we were able to get into a conference without football, and the Gateway football Conference was not interested in expansion, the option of coming together with other schools and potentially forming a football-only conference is there,&#8221; he said. &#8220;We&#8217;ll just have to see what happens.&#8221;</p>
<p>If SDSU were to join a new football-only conference, however, all other Jack&#8217;s sports would have to move together to an existing DI conference. </p>
<p>Potential non-football conferences that have been mentioned include the Missouri Valley Conference and the Horizon League. At this time, neither has been formally approached.</p>
<p>Oien said certain NCAA regulations would have to be followed for the creation of a DI football league to be successful. </p>
<p>However, he said it would be easier than building a whole new conference for all sports because there would be more guidelines, rules and regulations to follow. </p>
<p>Oien said individual talks with other interested schools continue.</p>

<p>The recent formation of a Division I transition team has taken SDSU one step closer to athletic reclassification. Now all that is needed is a suitable conference.</p>
<p>Officials thought the most suitable candidate was the Big Sky Conference, just to the west. However, in a recent meeting of conference officials, it was decided that, although expansion was an issue of interest, the Dakotas were an unlikely target.</p>
<p>Athletic Director Fred Oien acknowledged that the Big Sky Conference&#8217;s position on expansion into the Dakotas was not as positive as he had hoped for, but he remains cautiously optimistic.</p>
<p>&#8220;The Big Sky indicated that they were not prepared for expansion in our direction at this time,&#8221; he said. &#8220;Currently, discussions with other conferences are on hold until the conclusion of the Final Four. Then they will start up.&#8221;</p>
<p>The goal is to have a conference in place by Sept. 1. On that day, SDSU must notify the North Central Conference of its plans for the 2004-05 year. Additionally, on Dec. 1, the university must submit a formal letter of intent to the NCAA applying for DI reclassification.</p>
<p>Oien said he has no knowledge of any visits between SDSU and potential conferences slated at this time.</p>
<p>Oien said the DI transition team was relatively easy to install.</p>
<p>&#8220;The transition team is just our leadership team that was in place during the initial Division I study,&#8221; he said. &#8220;We simply asked them to continue on as our transition team, and they agreed.&#8221;</p>
<p>The team is made up of the Student Association president, alumni, SDSU Foundation representatives and members of the academic faculty, among others.</p>
<p>Oien said the team meets with consultants to share information and strategy with athletic administration staff. The team&#8217;s ultimate goal is to draft an official strategy plan that outlines obstacles to the shift from DII and suggesting ways to overcome them.</p>
<p>&#8220;We expect a draft of the strategy plan sometime near the end of May,&#8221; Oien said.</p>
<p>As far as a potential conference is concerned, Oien said the search goes on.</p>
<p>&#8220;The search for a conference continues on a daily basis,&#8221; he said. &#8220;We continue to work closely with North Dakota State University in an effort to secure conference affiliation suitable to us both.&#8221;</p>

		<title>Union will grow, tuition will rise</title>

<p>Plans for an $8.6 million renovation of the University Student Union building received the stamp of approval from the South Dakota Board of Regents when it met in Vermillion last week. </p>
<p>Students will pay $3 more in student fees per credit hour.</p>
<p>&#8220;Obviously, we are very happy,&#8221; said Eric Erickson, Students&#8217; Association president. &#8220;It is something we really needed, and now it&#8217;s finally going to become a reality.&#8221;</p>
<p>He said the regents decided the impact on SDSU student fees was not excessive and the need for an expanded union merited the increase. </p>
<p>The plan would enclose the courtyard that lies between the north and south hallways of the current building for dining. Most major expansion will occur above this, including a complete remodeling of the Volstorff Ballroom. The expansion will also affect the bookstore and add meeting room space.</p>
<p>&#8220;When you look at the long lines of people in the bookstore or at the food court, you realize how much we needed this,&#8221; Erickson said. </p>
<p>He expects groundbreaking in summer 2004.</p>
<p><b>5.8% Cost increase</b></p>
<p>The regents approved a 5.8 percent increase in tuition, room and board and mandatory fees for the 2003-2004 school year, meaning that South Dakota undergraduate students will pay an additional $420 more per year.</p>
<p>The cost hike will cover increased faculty salary and benefit costs, and fund the BOR&#8217;s salary competitiveness program, not to mention a $1.6 million hit on unfunded increases in health insurance costs for state employees.</p>
<p>Despite the higher cost, Regents President Harvey Jewett said the increases are relatively moderate.</p>
<p>&#8220;At a time when public universities in other states are raising costs to students by double digits, I am pleased the Regents were able to hold our increases to a more modest level,&#8221; he said. &#8220;It is never easy for the board to raise the students&#8217; costs.&#8221;</p>
<p>With the 5.8 percent increase, an undergraduate student in South Dakota taking 32 credit hours per year will end up paying an average of about $7,871 next school year.</p>
<p>Erickson said some sort of increase was expected and the amount seemed like a fair compromise.</p>
<p>&#8220;We expected this vote,&#8221; he said. &#8220;It really could have been a lot worse, what with the current budget situation and health insurance increases.&#8221;</p>
<p>In the current budget year, South Dakota&#8217;s weighted average cost was second-lowest in the eight-state region, with only Idaho reporting lower total costs.</p>
<p>Along with the overall increase, the BOR approved an additional fee hike for students enrolled in certain health care-related programs at SDSU, Dakota State University and the University of South Dakota. </p>
<p>Those involved in the nursing, pharmacy, respiratory care and dental hygiene programs next fall will be assessed a per-credit fee of $16.85 to go toward improving faculty salaries. The BOR said university officials had lobbied for this increase in an attempt to prevent teachers from taking higher-paying jobs in the private sector.</p>
<p>Erickson said this increase was merited.</p>
<p>&#8220;It goes to a good cause,&#8221; he said. &#8220;It will help us keep better faculty here on campus and maybe even bring in other fine faculty. Look at it as a great investment.&#8221;</p>
<p><b>New major</b></p>
<p>SDSU received approval last Friday to offer a bachelor&#8217;s degree in software engineering, the first such program in the state.</p>
<p>The new program, closely aligned with electrical engineering and computer science, will focus on the application of engineering concepts and methods to software systems development.</p>
<p>&#8220;Anything to expand on different areas of education offered here at SDSU is a great step forward,&#8221; Erickson said. &#8220;This will help the university stand out.&#8221;</p>
<p>Harvey Jewett, BOR president, said the new program is needed in this part of the country.</p>
<p>&#8220;There is a growing demand in South Dakota for professionals with expertise in advanced computer technology,&#8221; he said. &#8220;This degree will help us meet those needs right here at home.&#8221;</p>
<p>University officials estimate that about 25 students will choose it yearly. </p>
<p>The regents were quick to endorse the major because no new funds were requested. </p>

		<title>Whose business is bar transportation?</title>

<p>Each year, the city of Brookings invests countless hours and millions of dollars into its liquor business, through both the retail municipal liquor store and the various city-authorized liquor licenses granted to bars and pubs.</p>
<p>A lot of work and money foster an environment where Brookings residents and SDSU students can get drunk on a yearly basis. However, is that where the city&#8217;s responsibility stops? </p>
<p>&#8220;From what I&#8217;ve seen, the city does a great job of getting citizens and students drunk down at the bar or wherever,&#8221; said Matt Gunderson, owner of the &#8220;Gundy Bus,&#8221; a revitalized school bus that he operates on busy bar nights. &#8220;But for a ride home, the people are suddenly at the mercy of friends or just plain out of luck. It just seems like a real issue of safety, here.&#8221;</p>
<p>City officials regard the captive liquor business as a lucrative moneymaker.</p>
<p>Virgil Herriott, mayor of Brookings, said, &#8220;The liquor business in Brookings is exactly that-a business.&#8221; </p>
<p>Apparently, one that is taken very seriously.</p>
<p>Last year, the city council expected to invest nearly $4.6 million dollars in alcoholic beverages to stock the city&#8217;s liquor store: $2.85 million on beer, $1.6 million on hard liquor and another $130,000 on other alcoholic drinks. </p>
<p>The budget estimated that the liquor store would garner more than $5.4 million in revenue. After expenses and maintenance of the $100,000 Liquor Store Fund, $332,000 was to be transferred into the city&#8217;s general fund. That accounts for just less than one quarter of the total transfers.</p>
<p>The liquor business in Brookings does not rest solely on the store, however. In addition to retail profits, the city also skims a little from the override percentage charged to other alcoholic beverage sellers within city limits.</p>
<p>But exactly whose business is it to make sure residents and students get from the bar or their party hangout to home safely?</p>
<p>The city takes a relatively small role in this aspect, compared to its investment in liquor.</p>
<p>Brookings has one city-subsidized taxi service. Last year, the city council gave $42,730 for the taxi.</p>
<p>Manned by George Benson, the taxi service does operate during traditional bar hours.  Monday through Wednesday, the taxi runs until 10 p.m., and Thursday through Saturday, the service operates until 2:30 a.m. </p>
<p>Benson said a taxi ride from the party to anywhere in city limits will run $4.75.</p>
<p>Not a bad price to pay to get home safely. Yet, some who are experienced in dealing with the taxi service say that with only one taxi and a bar full of those unfit to drive, it is sometimes difficult to track it down.</p>
<p>&#8220;I tell you, it is not always easy to get a hold of them,&#8221; said Kalli Perry, bartender at Skinner&#8217;s Pub. &#8220;I mean, it&#8217;s policy for us to call a cab for them (those unfit to drive) or let them use the phone here, but late at night, the taxi is hard to contact. It seems like they don&#8217;t answer half the time.&#8221;</p>
<p>Herriott said the taxi service exists in Brookings for two reasons: the transport of the elderly and disabled and the transport of other people, including the bar crowd or other party goers unfit to drive themselves. However, he has noticed that, at certain points in the night, one taxi service just is not enough.</p>
<p>&#8220;I personally think that a subsidized taxi service is a good idea,&#8221; he said. &#8220;I did hear of a second party that made an inquiry into operating another taxi service in the city. That would be a good idea, especially for bar patrons.&#8221;</p>
<p>Herriott said bar patrons are recognized as one constituency in the city and should therefore be represented accordingly.</p>
<p>Gunderson is another person who noticed the shortage of alternative transportation. Here&#8217;s where the Gundy Bus comes in. For $5, patrons can go anywhere within city limits.</p>
<p>&#8220;I usually run downtown on Thursday nights and any other traditional bar night like Hobo Days or other busy weekends,&#8221; he said.</p>
<p>Gunderson said he drives anywhere from 10 to 30 people home on an average Thursday night. On Hobo Days weekend last year, his bus took more than 200 people home safely.</p>
<p>&#8220;It&#8217;s something I do to make a little money, yes; but also to make sure people get home safely,&#8221; he said. &#8220;That is very important to me.&#8221;</p>
<p>It is also important to many of the city establishments that serve alcohol. A majority of bars offer incentives to a designated driver, or at least have a public phone.</p>
<p>Shirley Christopherson, a 30-year manager of the Chevy Lounge, said she gives free non-alcoholic drinks to designated drivers, in an attempt to encourage the practice. </p>
<p>&#8220;We give free pops, Cokes, orange juice to the designated drivers,&#8221; she said. &#8220;If someone has had enough, we cut them off. They&#8217;re not always too happy about it, but that&#8217;s the way it is.&#8221;</p>
<p>She said her employees know to help a bar patron get a ride home when needed.</p>
<p>&#8220;I always tell them, there&#8217;s no law against drinking, but there is one against drinking and driving,&#8221; she said. &#8220;It&#8217;s cheaper to call a ride than the alternative when you&#8217;re caught.&#8221;</p>
<p>Skinner&#8217;s Pub also gives fountain pop to a designated driver.</p>
<p>Amanda Hansen, a 2-year employee of the Safari Lounge, said she and her fellow workers strictly enforce cut-off limits.</p>
<p>&#8220;There&#8217;s a certification that everyone who serves alcohol must get in relation to recognizing cut-off limits,&#8221; she said. &#8220;It&#8217;s good training to get and is important when dealing with the safety of customers. That&#8217;s the main thing.&#8221;</p>

<p>While last week&#8217;s Big Sky Conference meeting did not yield the most positive feedback for SDSU, university officials say it is not over between them and the conference to the west.</p>
<p>&#8220;This is not a huge setback,&#8221; Dan Hansen, Student Association president, said. &#8220;I understand conference officials are still planning on-site visits and meetings between university presidents.&#8221;</p>
<p>Fred Oien, SDSU athletic director, said he is not jumping to any hasty conclusions about the future of SDSU and the Big Sky until he speaks with conference officials later this week.</p>
<p> &#8220;I have not talked directly to any conference officials yet,&#8221; he said. &#8220;I have only seen the news release. I will try to speak with them this week and get more clarification on the issue at that time.&#8221;</p>
<p>Big Sky Conference leaders met Thursday in Salt Lake City to discuss the future of the league. </p>
<p>Geoffrey Gamble, meeting chair and president of Montana State University, said he called the meeting in response to talk of expansion and inquiries by SDSU and North Dakota State University for inclusion in the conference. </p>
<p>Big Sky is the first conference the two schools have approached with regard to athletic affiliation.</p>
<p>At the meeting, Big Sky officials indicated that expansion was an issue of interest. However, questions were raised as to whether SDSU and NDSU could be the vehicles of that expansion.</p>
<p>&#8220;There is an interest by Big Sky Conference members in expansion and we are going to take some time to look at our options,&#8221; Gamble said. &#8220;But, we do not anticipate expansion into the Dakotas at this time.&#8221;</p>
<p>The Big Sky Conference includes eight institutions that dot seven western states including Arizona, California, Idaho, Montana, Oregon, Utah and Washington.</p>
<p>&#8220;Big Sky leaders were worried about travel concerns and geographical location issues,&#8221; Hansen said. &#8220;I guess it was something we kind of expected.&#8221;</p>
<p>Hansen said some of the concern may stem from the financial situation of a few schools now in the  Big Sky conference, especially those farthest away from the Dakotas.</p>
<p>&#8220;Some of those schools are struggling financially and the added travel expense required to get here for athletic competition may not be possible for them to handle at this time,&#8221; he said.</p>
<p>Oien said after he speaks with conference officials, he would have a better idea of what the next steps are to be.</p>
<p>Currently, athletic department officials are working to create a Division I transition team and strategy plan.</p>
<p>&#8220;We have consultants back here on campus who are working hard to get the transition team in place,&#8221; Oien said. &#8220;We hope to have things going full-force in mid-March.&#8221;</p>
<p>The goal of the transition team is to have a conference in place by Sept. 1. On that day, SDSU must notify the North Central Conference of its plans for the 2004-05 year. In addition, on Dec. 1, SDSU must submit a formal letter of intent to the NCAA applying for DI reclassification. </p>
<p>Oien has said from the start that having a conference in place is essential before any move from Division II would take place.</p>
<p>Meanwhile, Hansen and the rest of the Student Association remain cautiously optimistic about Big Sky and completely satisfied with the decision for SDSU to move to DI. </p>
<p>&#8220;If the reason the Big Sky was concerned was because of the school itself, that would have been a setback,&#8221; he said. &#8220;But they were just traveling concerns. Conference leaders said that the Dakota schools were great candidates for Division I. That proves that the decision to go DI was correct.&#8221;</p>

<p>&#8220;It seems to me that the price we pay for food is too high for what we get,&#8221; Klein said. </p>
<p>He is not alone. </p>
<p>For first and second-year students, a sizable chunk of final fees goes to the university-required meal plan.</p>
<p>Some students do say that the food and service are worth the money. Others believe they are getting shorted. A few don&#8217;t really care; they just eat.<cp_showmedia position="2">So, are SDSU underclassmen who are forced to purchase one of seven meal plans getting their money&#8217;s worth?</p>
<p>David Menzel, director of Dining Services at SDSU, said he and his staff do everything they can to make sure that they are.</p>
<p>SDSU Dining Services contracts through Aramark Food Service. </p>
<p>&#8220;We try to get the best possible product we can get, and then offer it for the lowest price we can,&#8221; Menzel said.</p>
<p>However, that &#8220;lowest price&#8221; may not look so low when put in perspective.</p>
<p>When SDSU freshmen and sophomores begin looking at meal plans, they find seven to choose from. Three of the plans offer a certain number of &#8220;all-you-can-eat&#8221; meals at the Larson Complex, in addition to Flex dollars to be used at any of the on-campus dining facilities. The remaining four plans offer varying amounts of Flex.</p>
<p>For comparison, consider SDSU&#8217;s meal plans and those of the University of South Dakota and Dakota State University.</p>
<p>Say you have $845 to spend on a meal plan. That&#8217;s how much Cody Klein spent on his Campanile Gold meal plan. </p>
<p>At SDSU, that got him 50 meals and $375 in Flex. </p>
<p>At USD, an $845 plan buys 50 meals and $525 in Flex, $150 more than at SDSU. </p>
<p>For $845 at DSU, Klein would get nearly $900 in Flex because they offer bonus dollars for purchasing the largest plan available there.<cp_showmedia position="3">Why the substantial difference? After all, USD contracts through Aramark, and DSU through Fine Host, which was just acquired by Aramark in December.</p>
<p>Menzel said the difference is because the price of SDSU meal plans includes more than just food. They also include a bond/utility charge. </p>
<p>&#8220;That skews the final price significantly,&#8221; he said. </p>
<p>The bond/utility charge tacked onto meal plans at SDSU is a $128 addition charged to students living in residence halls. The revenue helps to pay for dining facility renovations and utility costs. </p>
<p>Menzel said when the bond/utility charge is subtracted from the final line, the Campanile Gold plan competes right along side the other two offered at USD and DSU. </p>
<p>Indeed, when the bond/utility charge is subtracted from the cost of the Campanile Gold plan, individual meals cost $5.94, not including sales tax.  </p>
<p>Still, USD&#8217;s 50/525 plan lists individual meals slightly lower at $5.29.<cp_showmedia position="1">&#8220;There are many different factors figured in,&#8221; Menzel said of other price differences. &#8220;Every different institution figures margin differently. But, I think when you look at similar school system comparisons, especially those Division I schools, SDSU has very competitive meal plans.&#8221;</p>
<p>The mission of SDSU Dining Services is to provide the best dining service possible for students by providing modern facilities, high quality food and exceptional service.</p>
<p>The food that is served to SDSU students in the Larson Complex, the University Student Union and the Medary Commons comes from a warehouse in Lincoln, Neb.</p>
<p>Menzel said Aramark sends buyers to check out food products before they are purchased. Like health inspectors, they use specific criteria when selecting product to be used in their food service program.</p>
<p>Menzel said after a food price is set the Dining Services staff does everything in its power to make sure that it does not change.</p>
<p>&#8220;We don&#8217;t want varying degrees of price changes all the time,&#8221; he said. </p>
<p>&#8220;If food prices wholesale fluctuate slightly, we don&#8217;t want to pass those minimal changes on. Only drastic changes wholesale will affect the margin you see out front.&#8221;<cp_showmedia position="4">Trista Richards, a sophomore Psychology major from Newcastle, Wyo., usually eats at  Medary Commons. </p>
<p>&#8220;I&#8217;m on the Jack&#8217;s Max plan,&#8221; she said. &#8220;Yeah, I guess I do get my money&#8217;s worth, but at times the price seems a little steep.&#8221;</p>
<p>Richards&#8217; Jack&#8217;s Max plan offers $794.50 in Flex for a cost of $840.50.</p>
<p>Megan Jaros is a sophomore History major from Rapid City. She said she feels like she gets her money&#8217;s worth for the most part, but occasionally the food served does not live up to her standards.</p>
<p>&#8220;They offer a pretty good variety, but sometimes the food can be a little undercooked,&#8221; she said. &#8220;I&#8217;m paying good money for the food. At least it can be cooked through all the way.&#8221;</p>
