<p><b>UPDATE:</b> University officials have released more information about the reported incidents.</p>
<p>Two women were attacked on campus by an individual matching the description below.</p>
<p>According to MyStateOnline.com, the latest incident occurred in the parking lot adjacent east of Young and Caldwell Hall.</p>
<p>Administration is advising that all students travel in pairs. For a police escort, contact SDSUPD at (605) 688-5117.</p>

<p>Police investigating two related incidents.</p>
<p>The University Police Department is investigating two related assaults on campus within the last two weeks.</p>
<p>In each case, a female student was accosted by an African-American male of slender build, 5-foot-8 to 5-foot-10 in height. The suspect was wearing a dark hooded sweatshirt with a dark bandana covering part of his face.</p>
<p>The more recent incident happened early Wednesday morning in a parking lot east of the Young and Caldwell residence halls. Both incidents happened after midnight.</p>
<p>Anyone with information about these incidents or seeing someone matching this description should contact the University Police Department at 688-5117 or the Brookings Police Department at 692-2113.</p>
<p>Students and employees are reminded to take routine safety precautions: ?Travel in pairs on campus.?</p>

<p>After a highly contentious three way election for President and Vice President, Brett Monson and Erin Kennedy are the new leaders of the Students&#8217; Association.</p>
<p>With 863 votes &#8211; 290 votes from the College of Agriculture and Biological Sciences &#8211; Monson and Kennedy narrowly defeated Tim Goldammer and Mark York by 61 votes.</p>
<p>Eric Haiar and Jared Darling were third in voting at 370 votes.</p>
<p>Monson and Kennedy plan to improve communication by implementing digital message boards in the dorms and major locations on campus. Pedestrian safety and technology are other concerns.</p>

		<title>Wireless connections lead to problems in Mathews Hall</title>

<p>Outlined by the AL Cloud plan, the Office of Information of Technology wants to provide wireless Internet across campus &#8211; including residence halls. At the beginning of this semester, Mathews Hall was converted to a wireless-Internet-only hall as part of the plan. </p>
<p>Now in November, the installed wireless (802.11N) routers have not met the needs of the students in that hall. Numerous residents noted poor service in a survey to gauge the effectiveness of the new network. Of those who responded, a good percentage reported interference with academic-related activities with poor wireless connectivity. To alleviate some of the anxiety, one wired port was installed in every room in Mathews Hall.</p>
<p>Money was spent installing the latest hardware to create a 21st century wireless network. The placement of wireless-N routers touted stability and speed, but lacked in both functions. More money was spent reinstalling the wired ports removed during the summer. However, at this point, there aren&#8217;t enough funds to provide two ports per room (as featured in other halls). At the end of this whole experience, students are left with a wireless network that does not work for all and half the wired ports as other halls.</p>
<p>This all sounds like one big quagmire.</p>
<p>Despite all of the troubles experienced by the AL Cloud, at least we&#8217;re moving forward. This campus could rest on its laurels and not try to innovate. With more programs requiring laptops, many students come to SDSU with wireless-enabled devices that crave connectivity. Wireless Internet should be available everywhere on campus. And despite this major stumbling block, the administration needs to look forward and fix the problems.</p>
<p>If these types of problems persist, students are not going to stay complacent. Research needs to be done on what is available for our residence halls. We need to know before we install expensive hardware that it will work. With more classes featuring more online components than ever, the Internet has become a needed campus utility like water and heat. If it isn&#8217;t provided in a cheap and effective manner, we&#8217;ll never get out of this quagmire.</p>

		<title>Net Neutrality needed to save the Internet</title>

<p>On Sept. 21, Federal Communications Commission Chairman Julius Genachowski announced the FCC will work to enact regulations supporting &#8220;Network Neutrality&#8221; &#8211; or the ubiquitous deregulation of Internet traffic. This is a move to prohibit Internet service providers from reducing or altering their customers&#8217; bandwidth. For example, an ISP like Comcast could reduce bandwidth to specific Web sites like Google or services like Xbox Live. While some see benefits in allowing this type of filtering, the FCC has officially stated their intent to allow completely unregulated access to the Internet. Of course, there is already a chorus of anti-regulation, pro-business legislators coming out of the woodwork with anti-Net Neutrality legislation.</p>
<p>Former presidential candidate and &#8220;political maverick&#8221; Sen. John McCain came to the rescue of repressed ISPs and wireless providers everywhere with his &#8220;Internet Freedom Act.&#8221; </p>
<p>&#8220;It will allow for continued innovation that will in turn create more high-paying jobs for the millions of Americans who are out of work or seeking new employment,&#8221; said McCain. &#8220;Keeping businesses free from oppressive regulations is the best stimulus for the current economy.&#8221;</p>
<p>In his opinion, the future of the Internet cannot be determined by the Federal Communications Commission, but rather the companies that provide Internet access. For him, Net Neutrality will be harmful to the economy.</p>
<p>Sen. McCain feels that the federal commission that is responsible for communications should not be allowed to regulate the largest communication network in the country. Since the Internet falls outside the access of the government, we should fully expect television and radio broadcasts to feature the same benefits, right?</p>
<p>Other opponents to the FCC&#8217;s proclamation see it as unconstitutional. The FCC cannot propose or instigate regulations without the approval of the U.S. Congress. Currently, Congress has not made a decision for or against further Internet regulations.</p>
<p>Agreed. That sounds fairly unconstitutional. For the FCC to simply will itself to enforce Internet traffic is backhanded, dangerous and against the basis of our government. Does that mean I want Mediacom to have the option to limit access to specific Web sites and services? Absolutely not.</p>
<p>Service outages and other technical issues with the Internet can be common across the country. Others still are concerned that FCC Net Neutrality regulations could hinder ISPs from accessing their networks for technical purposes.</p>
<p>Organizations like the Electronic Frontier Foundation (a Net Neutrality proponent) are reluctant to support the FCC&#8217;s proposed rules. The same power that could be used for good could easily be invoked to censor the Internet for both indecent and pirated content.</p>
<p>The Internet should not be treated like previous forms of communication. While technologies like radio and television were limited, the Internet is a limitless resource and opportunity. It shouldn&#8217;t be placed into a myriad of government or corporate regulations. To cast the Internet into a revolving state of limbo with the FCC or ISPs in charge of what is allowed or not is dangerous and against the purpose of the Internet.</p>
<p>In this situation, all of this rigamarole and obfuscation can be avoided with a condensed, defined piece of regulation proposed by Congress, enforced by the FCC and monitored by the People. No single entity should be entrusted with the power of the Internet. It provides a freedom of speech that is unrivaled. In its current state, it provides the ultimate environment for democratic speech and business. ISPs should be more concerned about providing as much bandwidth (and innovation) as possible. Without the freedom of an open Internet, the end user will be stifled and left without choice. Without choice, government and corporations will have an unparalleled amount of power and will impact our country &#8211; and the world &#8211; negatively.</p>

<p>The Jackrabbits&#8217; men&#8217;s hockey team rallied back three times against USD to claim a 4-3 lead on Oct. 22 during Hobo Day week.</p>
<p>With 10:53 remaining in the third period, Drew Ruhlman hit the game-winning goal for the Jacks, as SDSU held USD scoreless for the remainder of the game to seal the win.</p>
<p>&#8220;I thought the team really persevered. We battled the whole game,&#8221; head coach Brad VanSanten said. &#8220;The game didn&#8217;t start the way we wanted. We felt before the game that the first goal was going to be really important to get the big crowd we had there really into the game.&#8221;</p>
<p>USD built the lead to 1-0 before SDSU&#8217;s Sean Franklin tied it up. </p>
<p>The Coyotes again found the goal before SDSU&#8217;s Johnny Rickert scored a goal to knot the score again.</p>
<p>With 11:37 left in the second period USD hit their third goal of the game.</p>
<p>SDSU rallied for the last time they had to, as Peter Rogers hit the Jacks&#8217; third goal with 33.6 seconds left in the second period to tie the game at 3-3 heading into the third period.</p>
<p>Jacks goalie Jon Boerger allowed three goals on the game but made big saves at the end of the game, as USD pulled their goalie in an attempt to tie the game again at 4.</p>
<p>&#8220;At the end of the game, we knew USD was going to be in panic mode, and they threw every thing they could at the net,&#8221; VanSanten said. &#8220;Jon Boerger did a great job stopping the first shot and controlling the rebounds to keep USD from getting a good scoring chance. It really meant a lot to beat USD on Hobo Day, especially in front of a big crowd. To come away with the win was huge.&#8221;</p>

<p>The autumn wind is blowing in the trees. SDSU&#8217;s campus once again is filled with brimming scholars who strive to succeed, while the downtown bars return to their normal pace of reserved insanity. Yes, another fall semester has quickly sacked us back into reality. As a returning senior, I welcome all of you back to Brookings for another year of college life.</p>
<p><b>Sierra Nevada Anniversary Ale</b>Sierra Nevada Brewing Co.</p>
<p>Historically, I have been rough on Sierra Nevada. They brew beer for the top echelon of beer drinkers &#8211; folks that enjoy flavor that is large and in charge and never compromises. Much like Sam Adams to the east, these guys have gotten huge on the wave of specialty brewing. And while I have been tough on Nevada&#8217;s brew, I wanted to give their Anniversary Ale a try. For 2009, Nevada celebrated its 1980 founding by releasing the Anniversary Ale &#8211; an Indian Pale Ale.</p>
<p>As always, IPAs are very bitter and punch the drinker with an overload of metallic hops. The Anniversary Ale does not stray far from its counterparts in this regard. As I poured, the liquid formed into a thin foam on top of a nearly opaque, golden yellow body. With the first sniff and sip, I begin to wonder why I am enduring another glass of liquid punishment. The initial taste was bitter and did not disappoint. However, as soon as the beer entered the back of my mouth, there came a pleasant surprise. This IPA left my mouth with minimal turbulence and actually left little to no aftertaste. Congratulations, Sierra Nevada. Your 29th Anniversary Ale was everything an IPA should be, without any extra punches. As I worked through the glasses, I quickly realized how pleasant this beer was to drink. Instead of grimacing, I think about going back for another six-pack.</p>
<p>Verdict: <b>Grab it</b></p>
<p><b>Hefe &#8220;R&#8221; Weissen</b>Millstream Brewing Company</p>
<p>While I always seem to hate on IPAs, hefeweizens are always one of my favorites. Brewed from wheat, these beers are almost always sweet and filling. More often than not, the dominant flavors constitute lemon and other citrus-based flavors. Millstream, however, would beg to differ.</p>
<p>Not surprisingly, there is a thick texture and a dark gold color to this wheat beer. A thick head matches the amber waves of the beer as I began to enjoy this warm-flavored beer. The base of this beer is predominantly citrus, but these &#8220;Iowegians&#8221; have thrown a monkey into the wrench. Beyond the normal, fruity flavors of hefeweizens, a massive slap of clove takes over the taste. For some, this may be off-putting. However, I recommend this for those wanting to garner a new appreciation for different styles of beer. While one could spend a Saturday playing bags with Hefe &#8220;R&#8221; Weissen, this isn&#8217;t a simple brew. Refreshing, yet complicated.</p>
<p>Verdict: <b>Grab it</b></p>
<p><b>Whirly Bird Oatmeal Stout</b>Brau Brothers Brewing Co.</p>
<p>In my opinion, these guys have risen to the status of local heroes. Outside of Schells in New Ulm, Minn., Brau Brothers is one of the only breweries in the area that offer such a wide gamut of options. Located 23 miles outside of Marshall, Minn., Brau Brothers has appeared in heavy force in Brookings. Both Skinner&#8217;s Pub and the Brookings Liquor Store have picked up a large portion of this brewery&#8217;s line. </p>
<p>Whirly Bird, an Oatmeal Stout, looks like thick beer. When poured, the brew fills the glass with dark black ink and a thin brown head. The smell and initial taste are filled with oatmeal and chocolate, along with good presence of alcohol.  Much like a good red wine, the beer fills your stomach and will warm the blood a few degrees. Stouts are designed to fill the glass with complex, dark notes. From my perspective, the beer does a good job giving the drink a rich taste and experience. While this might not fit well with a frenzied night of college partying, it would work excellently with a nice piece of beef. If you feel physically up to it, I would advocate picking this one up while at the pub, or for a night at home.</p>

<p><h3>Dear New and Returning Students:</h3>
<p>It is with great pride that I welcome you to South Dakota State University&#8217;s 2009-2010 academic year. I am so glad you are here. My wife, Marcia, and I are beginning our third full academic year at State. It is truly an honor to serve you and to serve our alma mater as president.</p>
<p>Each new academic year brings a great deal of enthusiasm and excitement. It is the time to become reacquainted with old friends, and of course, to meet new friends. More than 2,000 first-year students and transfer students and more than 100 faculty are new on campus this fall. And my administrative team has two people new to their positions &#8211; Provost and Vice President for Academic Affairs Laurie Stenberg Nichols and Athletic Director Justin Sell. </p>
<p>Our purpose at State is pretty simple: we, the faculty, staff and administration, are here to help you earn your degree, to help you achieve your academic goals and to help you grow personally.</p>
<p>This academic year will be exciting for many reasons &#8211; new settings, new academic groups, new technological applications, new opportunities and several successful milestones that have been achieved through the dedicated efforts of faculty, students, staff, administrators, alumni and friends.</p>
<p>The obvious construction noise, the dust and the heavy equipment on campus reflect work under way to create a more contemporary campus. These short-term inconveniences will change our campus. The projects include renovations of the biology and microbiology teaching labs, the Avera Health and Science Center, the Dykhouse Student-Athlete Center, the Seed Technology Laboratory, the Fishback Center for Early Childhood Education Outdoor Learning Laboratory, a new residential complex for 400 students and a expanded dining options in The Union. Students will start using some of these facilities later this fall.</p>
<p>This also marks the first year for the College of Education and Human Sciences, a college serving about 1,300 majors across related disciplines. Additionally, a new program in architecture will be developed during this academic year with the first classes starting next year. It will be the first accredited architecture program in South Dakota.</p>
<p>The learning environment will change in ways other than rooms, building and programming. This is the inaugural year for the Active Learning Cloud. Supported by student fees, The AL Cloud will move our campus to the forefront of technology-based teaching and learning, utilizing hot spots all over campus and best-of-class instructional rooms.</p>
<p>The continuing growth in faculty research across campus will provide more research opportunities for both undergraduate and graduate students this year. The Innovation Center, the first building on the SDSU Innovation Campus, South Dakota&#8217;s first and only university-affiliated research park, will be dedicated this week.</p>
<p>We also look forward to building on recent success in NCAA Division-I athletics. Our student-athletes will compete for the second year as full members of the Summit League and the Missouri Valley Football Conference. I encourage you to join the excitement at Coughlin Alumni Stadium, Frost Arena and the Jackrabbits&#8217; other home athletic venues.</p>
<p>Several milestones will be reached during this academic year, and two will occur this fall. Next month, we will celebrate the 30th anniversary of Professor T.W. Schultz, an SDSU alumnus originally from Badger, S.D., receiving the Nobel Memorial Prize in Economics for his path-breaking work on human capital theory. Following a November campus visit, the university will receive full re-accreditation by the Higher Learning Commission. One event celebrates the accomplishments of an alumnus; the other recognizes the fine work people expect from South Dakota State University.</p>
<p>Again, I&#8217;m so pleased that you chose South Dakota State University. Welcome to the new academic year. It will be outstanding.</p>

		<title>Dining, residential hall expansions move forward</title>

<p>Administrators at SDSU have a clear picture for future construction &#8211; a sports bar and a new type of residence hall.</p>
<p>&#8220;We&#8217;re most excited about the opportunity to provide another living style to students,&#8221; said Doug Wermedal, assistant vice president of Student Affairs.</p>
<p>The new hall would feature integrated recycling services and single-occupancy room options. Ideas from other buildings, like Caldwell Hall and its 4-to-1 restroom ratio, will be carried over to the new hall.</p>
<p>&#8220;This is a new style of living that blends together different ideas,&#8221; said Wermedal.</p>
<p>During a Students&#8217; Association senate meeting on March 4, Wermedal estimated the living costs at the new hall to be under $2,000 a semester.</p>
<p>A proposed dining services expansion at The Union includes more seating and different dining opportunities.</p>
<p>Currently, the north-side expansion is planned to feature a sports-bar atmosphere with SDSU memorabilia and several TVs, while the south-side expansion could house a national food chain.</p>
<p>&#8220;I feel very good about both projects,&#8221; said Keith Skogstad, assistant director for Student Union Operations.</p>
<p>Skogstad encourages anyone with comments or questions to contact The Union office at 688-4960.</p>
<p>Both projects are not finalized and will receive minor changes until the next Board of Regents meeting on April 2 to 3. The BOR will look at the plan and decide whether to move forward.</p>

<p>The SDSU Students&#8217; Association unanimously passed a resolution in support of the Active Learning Cloud, while agreeing to a $3.72 increase in student fees.</p>
<p>The resolution outlines the organization&#8217;s support for this plan and its proposed additions to wireless infrastructure on campus. All university classrooms, all college-specific classrooms, additional teaching labs and all major common areas will be the focus for continued updates.</p>
<p>For SA senators like Patrick Weber, the main focus of the student fee money needs to be invested in wireless technology. </p>
<p>&#8220;The vast majority of this fee goes to wireless; $90,000 is budgeted annually for bandwidth,&#8221; said Weber, AL Cloud committee chairman.</p>
<p>Mike Adelaine, vice president for information technology, is very excited that the resolution passed.</p>
<p>&#8220;This is really all about getting to participate in making AL Cloud work to it&#8217;s best potential,&#8221; said Adelaine.</p>
<p>Another facet of the AL Cloud is building new classrooms &#8211; Active Learning and Active Learning Team rooms &#8211; that facilitate in-classroom communication through technology. While SA agreed with investing student fees, any new classroom layouts will experience a two-year experimental phase, with access given to all university departments.</p>
<p>&#8220;The concept of testing the active learning rooms is going to do really well,&#8221; said Adelaine. &#8220;Testing it in our environment will be a great asset. This way we can see things like what size of these classrooms works best and what teachers like and don&#8217;t like about them. Our university is not like every university, so we need to find what will work best for us.&#8221; </p>
<p>The current plan will continue to be tweaked and finalized to bring before the Board of Regents during its April 2 and 3 meeting. The BOR must approve the plan before it is implemented.</p>
<p>&#8220;Right now we just need to focus on getting the Board of Regents to get on board and agree to it,&#8221; said Adelaine.</p>
